| A wall cannot be exempt development on a heritage item or draft heritage item, on a flood control lot, in an environmentally sensitive area, or on land with a State Heritage Register item; in a heritage conservation area it must be in the rear yard. | Backyard sewer mains can be as shallow as 450 mm, so ask Council for the main's depth and location before cutting. This lists each source's own lines as read; it is not legal advice, and it sets no price. The value that counts is the value of the work, including materials, labour and GST. Rules marked as applying to a kind of job (a wall built without approval, a development application, a wall near a Council pipe) apply whatever the value.
What changes a quote
The job's value. Over A$5,000, the contractor needs a NSW contractor licence; over A$10,000 as an owner-builder, you need a permit; over A$20,000, home building compensation cover and a cooling-off period apply.
Whether Council needs to see it. A wall is exempt only to 600 mm and clear of boundaries, easements and waterways; above that it needs engineer certification or a development application.
A buried sewer or water main nearby. Different materials carry different clearances, and a wall within a main's zone of influence needs engineer certification.
The slope and the ground. A lot Council rates Hazard Category 2 or above needs a geotechnical report, and the region's sandstone and claystone is why an engineer's qualification matters here.
A tree in the way. Removing or pruning a tree to build the wall may need Council's Vegetation Works Permit.
